The legislation, in principal, allows the sale of beer in stadiums during the tournament, overruling existing laws banning the practice.
The sale of alcohol has been banned in stadiums during football matches since 2003, but the new legislation makes no mention of restrictions during the 2014 tournament.
Brazil had come under pressure from FIFA to reverse the law for the event, with FIFA general secretary Jerome Valcke making it clear he right to sell beer must be enshrined in legislation.
However, it is still possible state legislatures across the country could ban the sale of alcohol at games.
